County Funds $60,000 to Annapolis Community Pool Renovations
The Municipality of the County of Annapolis has contributed $60,000 to assist with needed renovations at the Annapolis Community Pool.
In early 2023, it was determined the pool’s vinyl liner needed to be replaced, and although the volunteer committee - Friends of the Annapolis Pool Society (FAPS) - managed to execute some facility workarounds to mitigate the leak’s impact, the pool was closed early in the season so they could begin to address the issues and assess the project.
In January 2024, with a renovation budget of $320,000, FAPS approached the Municipality of the County of Annapolis for assistance and investment in this project. Municipal Council supported and approved the committee’s $60,000 request to assist with the needed renovations.
“There is no greater gift that a community can give to its community members, young and older, than the gift of survival and learning to swim when we are surrounded by so much water throughout Annapolis County,” said Warden Alex Morrison. “The Society’s (FAPS) ongoing leadership in the administration and operation of this facility, which benefits so many county residents, is commendable. We sincerely applaud their volunteer efforts.”
According to Anna Kate, FAPS Treasurer, the County’s investment of $60,000 is an anchor investment in the project, and shows Council’s commitment to providing aquatic recreation, wellness, and lifesaving skills for their residents.
"We are thrilled the County of Annapolis has made such a significant contribution to our repair project. We are now able to announce that we are 100% sure we will be reopening next Spring. We look forward to welcoming back our community's children in their life-saving swim lessons, seniors and adults working on their fitness goals, and families returning to the pool to beat the heat and have fun. At that time, we will continue our goals of making our pool free-to-use and accessible to everyone."
In 2023, 91% of registered children in swim lessons were from Annapolis County.

Upper Clements Trails Offers All Ability Accessible Trail
Public and delegates gathered in Upper Clements on June 22nd, to explore, celebrate, and officially open Upper Clements Trails newest addition – Moon Mist All Ability Accessible Trail.
Hon. Jill Balser, MLA Digby/Annapolis, joined Warden Alex Morrison in the opening of the Moon Mist All Ability Accessible Trail to compliment the county on its vision and leadership working with the Annapolis Basin Outdoor Adventures Society (ABOA) to create this all-inclusive trail, and announced over $70,000 in provincial funding to support this initiative and the many other trail expansions in the works.
“The partnership among the province, county, and ABOA has allowed for the creation of something magnificent,” said Annapolis County Warden Alex Morrison. “This new addition will strengthen community through physical activity, while fostering social connections and stewardship of public spaces. It will broaden the appeal to seniors and differently abled persons, which will improve conditions around mobility, seeing, hearing, autistic, and mental health.”
Approximately, 50 people joined in the festivities including Dawn Stegen, Executive Director of the NS Accessibility Directorate, who praised the county and ABOA in breaking down barriers to create more accessible opportunities for all citizens.
Members of the Annapolis County Accessibility Advisory Committee were also on hand with Chair John Smith sharing his thoughts on how important and significant this trail opening was for everyone. He noted, as a wheelchair user, he had explored the looped trail and was very impressed with the trail construction and insight to its accessible design that will benefit users with different abilities.
The Moon Mist All Ability Accessible Trail offers a flat, even-graded pathway that is 5 ft wide and built to accessible standards. It is a 550 m looped pathway that offers large font signage. It takes trail users by the trail kiosk and through a wooded area to a look-off where there is a view of Ryerson Brook and Ravine. There are picnic tables and rest stops that provide quiet areas, and a pathway with wooden sides to define the perimeter to allow for easier navigation for all users.
Upper Clements Trails is a year-round outdoor destination, which presently has over 14 kms of trails available to explore.

Council Highlights June 2024
Appointment of Development Officer – Municipal Council appointed Katharine August as Development Officer for the Municipality of the County of Annapolis.
Municipal Heritage Registration (Whitman Cemetery): Municipal Council will refer the Whitman Cemetery Heritage Property Application to the Heritage Advisory Committee (HAC) for review and consideration for recommendation to include in the Annapolis County Registry of Heritage Properties.
Funding for Compost Cart Replacement - Municipal Council authorized that the 2022/23 compost cart replacement be funded from the operating reserve in the amount of $18,949.
New Cost-Shared Paving Program Portion (Granville St., Bridgetown): Municipal Council will submit a 0.75-kilometre portion of Granville Street, Bridgetown, for re-paving under the new 5-year trunks and routes provincial re-paving program at an estimated cost of $450,000.
Planning Advisory Committee (PAC) Meeting (Habitation Community Planning Documents) – Municipal Council has called a PAC meeting for July 3, 2024, at 6pm, at the Lower Granville Community Hall (3551 Granville Rd., Port Royal) for consideration of the Habitation planning documents.

Soldiers Memorial Hospital Foundation - Municipal Council approved a grant to the Soldiers Memorial Hospital Foundation in the amount of $10,000, to complete year five of five of a multi-year commitment in accordance with Policy 101 Community Grants.
South Shore Annapolis Valley Recreational Trail Association - Municipal Council approved a grant to the South Shore Annapolis Valley Recreational Trail Association in the amount of $10,000 to help support trail repair and maintenance in accordance with Policy 101 Community Grants.
Three Rivers Community Centre - Municipal Council approved a grant to the Three Rivers Community Centre in the amount of $18,299.10 to help support the purchase and installation of a single-phase dishwasher in accordance with Policy 101 Community Grants.
Annapolis Region Community Arts Council - Municipal Council approved a grant to the Annapolis Region Community Arts Council in the amount of $5,000 to help support repairs to the ARTSPLACE Gallery located in Annapolis Royal in accordance with Policy 101 Community Grants.
Paradise Community Hall Association - Municipal Council approved a grant to the Paradise Community Hall Association in the amount of $10,000 to help support roof repairs to the building in accordance with Policy 101 Community Grants.

Valley Doulas & Kings County Family Resource Centre - Municipal Council approved a grant to the Valley Doulas & Kings County Family Resource Centre in the amount of $2,500 to help support post-partum and support programs, in accordance with Policy 101 Community Grants.
Clean Annapolis River Project Society - Municipal Council approved a grant to the Clean Annapolis River Project Society in the amount of $5,000 to help support the annual Annapolis River Festival, in accordance with Policy 101 Community Grants.

Council Highlights May 21, 2024
Commercial Activity on Municipal Property: Municipal Council authorized the Clerk to issue a Vendor on Municipal Property permit for the 2024-25 fiscal year to Tom Marshall, Tom’s Cool Bus Canteen, at the Annapolis River Causeway Park, and further to request staff to issue a temporary permit for a two-week period effective May 8, 2024.
Review of Duplicate Road Names: Municipal Council will initiate the road name review process to review the duplicate road name of Pleasant Street in Wilmot and Pleasant Street in Melvern Square.
Policies:
Municipal Council repealed the following policies:
- AM – 2.7.8 Covid-19 Vaccination Policy
- AM – 2.7.9 Covid-19 Response Policy
- AM – 6.2.1 Covid-19 Property Tax Financing Program Policy
- AM – 1.4.10 Annapolis County Fire Services Association Grant Policy
Valley Waste Service Agreement Extension: Municipal Council authorized staff to provide notice of intention to Valley Waste-Resource Management on or before July 1, 2024, expressing that the Municipality wishes to extend or renew the service agreement beyond March 31, 2025.
MTRI Woodlands for Wildlife Program (Hollow Mountain Road): Municipal Council approved entering into an agreement with Mersey Tobeatic Research Institute for part of Hollow Mtn. Rd. for their Woodlands for Wildlife program, provided the protection does not impact the future development of the remaining lands.
Ecological Forestry (Graywood): Municipal Council will further develop the ecological forestry initiative on the Graywood location and neighbouring lots owned by the County.
Letters of Support:
Community Solar Program: Municipal Council will provide a letter of support 4579183 Nova Scotia Ltd. in support of their application to the Province of Nova Scotia for a Community Solar Project on lands of 196 Brooklyn Rd., Brooklyn.
Save Our Old Forests (SOOF) – Municipal council will send a letter of support to SOOF, who are requesting Beals Brook and Goldsmith Lake Wilderness Areas be designated by the province as protected sites.
