Municipal Council Highlights - April 21, 2026
Proposed Forest Harvesting – Municipal Council directed a letter be written to invite DNR, the Minister of Natural Resources and local MLAs to meet with the Warden, Deputy Warden, CAO and senior staff to provide information on the proposed harvest at Mickey Hill, as well as timelines.
Expansion of Finfish Farm - Municipal Council directed a letter be written to invite the Minister of Fisheries and Aquaculture and local MLAs to meet with the Warden, Deputy Warden, CAO and senior staff to provide information on the proposed expansion of the finfish farm and Marine Aquaculture site 1040 license expiry, as well as timelines,
Review of Strategic Plan – Municipal Council directed the CAO to perform a review of the Strategic Plan in the manner as described in the April 14, 2026, staff report.
Bridgetown Community Recreation Association - Municipal Council directed the CAO to enter into the one-year agreement with the Bridgetown Community Recreation Association.
Letter to Province (Fire Modernization) – Municipal Council directed the CAO to send the letter regarding Fire modernization to the Minister of Emergency Management and the Minister of Municipal Affairs.
Public Facility Agreement (Bear River Board of Trade) – Municipal Council directed the CAO to enter into an agreement with the Bear River Board of Trade related to the operation of the public facility.
Plan for Future Use of Municipal Lands – Municipal Council directed the CAO to further review the property list and provide a detailed report of recommendations at a future meeting.
Property Tax Write-off – Municipal Council approved writing off an uncollectible tax account totaling $1,376.05.
Capital Budget Increases:
- Municipal Council approved to increase the funding for the Bridgetown Sewage Lagoon Upgrades Phase 3 in the 2026-2027 CIP by $300,000 to $1,000,000 with the full amount to be funded by long term debt as originally approved in the 2026-2027 Capital Investment Plan.
- Municipal Council approved to increase the Recreation Infrastructure Upgrades in the 2026-2027 CIP from $200,000 to $300,000 with the $200,000 to come from Capital Reserve Fund and the $100,000 to come from the community.
- Municipal Council approved to increase the IT Systems Replacement in the 2026-2027 CIP from $40,000 to $65,000 with the additional funding to come from the Capital Reserve Fund.
- Municipal Council approved to change the $35,000 funding for Alden R. Hubley Water Connection in the 2026-2027 CIP from the County Water Reserve to the Operating Reserve
Municipal Wildfire Prevention Grant – Municipal Council approved to move the Municipal Wildfire Prevention Grant of $22,500 from the 2025-2026 Operating Budget to the Operating Reserve to be used in 2026-2027 to advance FireSmart initiatives in collaboration with Parks and Recreation.
Disbursement of Crouse and Willet Trust Interest – Municipal Council authorized payment from the Willet Trust to the Mountain and Meadows Care Group in the amount of $673.76.
Plans for Future Use of Municipal Lands (former Upper Clements Park) – Municipal Council directed the CAO to re-issue a modified request for proposals for the Upper Clements Park property, as per the staff report of April 14, 2026.
Unsold Properties from March 5, 2026, Tax Sale: Municipal Council approved:
- To call tender for property ANN 00-176-869 with a minimum bid of $1,883.87
- To call tender in 90 days for property ANN 09-153-144 with a minimum bid of $1.00
- To call tender for property ANN 02-099-349 with a minimum bid of $4,456.02
Physician Recruitment Committee – Municipal Council approved a grant in the amount of $5,000 to Dr. Thomas Ritchie in accordance with Policy 108 Medical Recruitment Financial Assistance Program. Of this approval, $2,500 will be paid right away with the remaining $2,500 to be paid in one year.
Marketing Levy Ad Hoc Committee:
- Municipal Council approved to revise the terms of reference to extend the Marketing Levy Ad Hoc Committee term for another 12 months, with a new ending date of March 31, 2027.
- Municipal Council instructed staff to reach out to the Town of Annapolis Royal and the Town of Middleton to initiate discussions regarding the Marketing Levy.
- Municipal Council requested that the Chief Administrative Officer review and prepare an updated Marketing Levy By-law for consideration by the Marketing Levy Committee, either electronically or at its next scheduled meeting.
Lawrencetown Swimming Pool – Municipal Council approved to support Lawrencetown Pool in the amount of $1,000 towards the vandalism that occurred.
Public Hearings:
Cornwallis Park Secondary Planning Strategy and Land Use Bylaw - Municipal Council gave second reading and approval to amend the texts of the Cornwallis Park Secondary Planning Strategy and Land Use Bylaw to allow Public Use in the Light Industrial (IND) zone. (Agenda)
Housekeeping Map Amendments - Municipal Council gave second reading and approval to amend the Future Land Use Map and Zoning Map of the Annapolis County Planning area. (Agenda)
South St./Carlton Corner - Municipal Council gave second reading and approval, to amend the County-wide Municipal Planning Strategy to redesignate 148/150 South St. from Mixed Use to Residential and rezone it from Mixed Use (MX) to Multi-Unit Residential (R2). (Agenda)
